If you haven't already, I would recommend doing a complete uninstall and
then re-installing as an Administrator.  It is likely that there are
permission problems related to the fact that the first time you
installed it you did so as a non-administrator.  Did you have an
existing cygwin environment on the machine before you attempted to
install?
