converge_sets????

Hello to all, can someone help me?

I'm trying to understand the next method converge_sets, this is called by
pattern_create to generate the string but
I fail to understand the next line:

                while (idx >= 0 and ((offsets[idx] = (offsets[idx] + 1) %
sets[idx].length)) == 0)

any explanation serves
