Payload stage encoding

In my wanderings through metasploit, I came across this line in the  
payload libraries, which would allow for stage payload encoding:

lib/msf/core/payload/stager.rb:78
     #p = encode_stage(p)

and checked out the commit log to see when it was added and taken away:

You mentioned that you needed to debug it a bit more.  Do you have any  
insight into bugs that you were experiencing, and whether they were  
still evident?
