I believe I can offer some insight into this outage.  I have gotten a
report
which is affecting another network:

Level3 fiber cut between Seattle and Olympia

Olympia is a city south of Seattle about 50 miles or so, for those who
don't
know the area.  I imagine, based on your reports, that Qwest is also
being
affected by the fiber cut.
