I guess there are a lots of unused assignments within provider-dependent address space. In my experience with a couple of LIRs, none of them was very eager to reclaim address space after the contractual requirement to provide it disappeared, and only some of them reclaimed it after I asked them to. All that unused address space adds up, too.
