My friend, that is a straw man. ISPs have complete control over who they peer with, the size of the peering pipe they accept and whether that peering session is free or paid. If peering with Netflix will cost you more than you gain, you just don't do it. While there may well be advantages to compelling ISPs to accept peering, that's an entirely different discussion. The network neutrality debate is centered on what you do to packets while they're within your network, not who you choose to directly connect to. Regards, Bill Herrin -- William D.
