404 from Kabel Deutschland reaching tf.nist.gov via AS1273, a small hoster in Hamburg, Germany via AS194, Inception 
Hosting (UK) via AS209; but proper page from VZ FIOS in Framingham, MA also via AS209.

From AS13135, I get 404 on the web page, but my ntpd syncs to 128.138.141.172 just fine.
