(not saying that they don't filter, but there are no 107 prefixes in the current cymru fullbogon4 list fetched about 5 minutes ago.)
Pardon following up on my own post, but from my (business) fios, I can ping the .1 address of the mentioned 107 block OK; of course vz might still filter it for service networks like mail.
I don't know; that's just a guess on my part that it may be the problem (seems to fit).
