This turned out to be simple.  Should have looked first, as usual.

The sendmail config problem was Debian specific, caused by

dnl # add .' to mustquote chars (and match the binary default)
changequote([, ])dnl
define([confMUST_QUOTE_CHARS], [.'])dnl
changequote(`, ')dnl

in /usr/share/sendmail/cf/ostype/debian.m4
