No. As many retail ISPs can not afford operational cost of IPv6, they are IPv4 only, which makes hosts served by them IPv4 only. Possible exceptions are ISPs offering price (not necessarily value) added network services in noncompetitive environment. But, end users suffer from the added price. Masataka Ohta
