I just went through this, "any" is a large number for Microsoft; if you're under that, they don't peer.

Backstory: We submitted an ASN Association (not peering) request to associate our AS with an Azure tenancy, and they 
rejected the request on the grounds that they “currently don’t see any traffic for ASN”.
