Do we know how long it took to claim 20 million IPs? Time span could be a clue. How much spam would one need to send, including the <img...> import, to generate that many hits? Especially with the current spam filters? I like the AD impression guess too. Or the very popular website... But again, knowing the timeline would help us figure this out.
