Contact needed: AS15169 Peering/GGC Escalation (Bogota Edge Exhaustion)

Hello NANOG community,

I apologize for reaching out here, but we have exhausted all official support channels for over two months and are 
dealing with a severe capacity crisis. We are looking for a direct contact or Duty Manager at Google Peering / GGC 
Strategy for LATAM.
Our ASN: AS270075 (Super Redes SAS - Colombia)
The Issue: Google's rack capacity in the Bogota metro area is completely exhausted. This was confirmed to us via a 
Google NOC internal bug leak (b/478722514). Because of this, our 100G PNIs have been artificially hard-capped at 10G. 
We had to administratively shut down the peering links to stop massive flapping and are now bleeding >15 Gbps of 
Google-destined traffic to paid transit.
The Ignored Mitigation: We meet all volume criteria (~30 Gbps) and requested a local GGC node to mitigate this 40+ days 
ago (Ticket #2175456459). The request remains completely ignored with zero human response from the Edge team. The NOC 
refuses to provide an ETR for the physical capacity issue.
If anyone from AS15169 is reading this, or if anyone can back-channel this to the right person, we desperately need a 
human to look at ticket #2175456459 so we can deploy this cache and restore service stability.
