Trying to resolve a reachability issue:

from AS2769 164.119.119.1 164.119.0.0/16 to AS32575 202.65.16.4
202.65.16.0/20

Traceroute shows path dying at AS3257 GTT 213.254.231.86 213.254.192.0/18.
Same result testing from two different transit origins 98.23.127.145 (Uniti
/ Windstream AS7029) or 74.51.211.245 (UPN / Segra AS15164).  Last hop
prior to reaching GTT is AS1299 Telia / Twelve99 62.115.138.75 from both
origins.  This problem has persisted for more than a couple weeks.  Please
