Comcast does offer a /60 for their residential
customers, but if you want a /56 (or more), it is
business class service, and Charter (branded as
Spectrum) only seems to offer residential
customers a /64 (I have not tried, but I presume
Charter will offer more for business class).


Charter gives out a /56 via PD on normal residential service. It's possible
that /64 is their default, but sending a /56 prefix hint works just fine.
Has for years.

Probably not unless you move to business service.
Although it does not hurt (well, your wasted time)
to try to convince them to change.

For residential, it seems most ISPs believe RFC6177
is more of an idea than a firm suggestion[0], and if you
want a /56, you need to upgrade to being what they
consider a business site, and, of course, pay more.

There is almost certainly no underlying technical reason
that Frontier could not offer DHCPv6-PD delegations
(of some size) to consumer class service should
they have decided to do so.




[0] There have been previous comments (rants?)
on the subject towards ISP's consumer IPv6
service before (including, of course, towards the
ISPs that are still not offering any IPv6 connectivity).
