A "transfer lock" field on your IP blocks would do wonders here, same as domain registries.

I mean, yes, presumably you would have to have a valid login to *set* that lock -- but it sounds like OP already has 
that, and isn't just saying "I have this old block that's only in RWHOIS".

The other side of this coin is: is there any block for which this level of due diligence should NOT be performed?  I 
don't think so, but if you have an asset you're managing, and perhaps even want to keep using in place, with the same 
ROA's/RDNS, this feels like a useful field to have.
