service packs and nmap

has anyone noticed , after upgrading to service pack 3 on windows 2k and up,  RAW sock support simply  stops? now i 
understand that was one of the features that windows was worried about and had to disable  , but i find it a bit odd a 
service pack would disable it w/ out the user even knowing. i know it is the service pack because the minute i 
uninstalled it , i could do simple SYN scans once again no problem. the last issue i have , that is even more 
odd...after the uninstall of sp3 i got my SYN ability back..BUT , and it is still disabled , i lost ALL SUPPORT for -sO 
scanning (protocol scanning) , i see windump showing me NO ACTIVITY..can anyone explain these anomolies??????
