Ports always showing filtered.

I just installed FC4 with Nmap 3.95 on a PC that has a SIS 900 onboard NIC. I immediately noticed that any targets I scan outside of my NAT'ed network show all ports filtered. I believe there might be a problem with this NIC and Nmap since it works fine for all other normal types of connections such as HTTP, FTP, SSH, etc. Booting the same machine with Knoppix and running an older version of nmap produce the same results (all ports filtered). Plugging any of my other machines into the same network connection, produce the results I would expect leading me to believe the problem is hardware based? Anyone ever heard of this or have any ideas? I will most probably just go buy another nic and test it but thought I would throw the question out to the guru's.
