It's like "fuzz" testing (http://home.pacbell.net/s-max/scott/bulletproof- penguin.html): You throw crap at some (program|system) and if it crashes, you found a bug (in the program/system, not in the crap :) )
I would second this as the CLOSE_WAIT state according to everything I have seen, and I just verified it with TCP/IP Illustrated, is the network stack waiting for the server application to respond to the fin sent by the client.
