--packet-trace shows packets not actually being sent

Hello! If you do nmap -sS --send-ip LOCAL_LAN_IP --packet-trace or nmap -P0 -sS --send-ip LOCAL_LAN_IP --packet-trace etc. Nmap's packet trace option shows that the packets are being sent even when they're not due to not knowing the MAC-address to the target.
