Odd nmap behavior under Windows Vista Business

I'm trying to get nmap running on Windows Vista Business on this new laptop I'm saddled with. I downloaded the current stable installer for Windows which installed nmap and winpcap 3.1. In an administrator cmd window, I do C:\Program Files\Nmap>nmap paper WARNING: Could not import all necessary WinPcap functions. You may need to upgrade to version 3.1 or higher from http://www.winpcap.org. Resorting to connect() mode -- Nmap may not function completely Starting Nmap 4.20 ( http://insecure.org ) at 2007-08-29 16:44 US Mountain Standard Time ... I get a pop up telling me npptools.dll cannot be found so something did not start (no indication as to what). However, I think that's related to the WinPcap grumbling from nmap. I did some googling which suggested installing Microsoft Network Monitor which I did, but that didn't seem to create the npptools.dll. Has anyone found a fix for this?
