EACCES on connect

Hi,
A massping migration tester reported that he got the message
Strange error from connect (13):Permission denied
Strange error from connect (13):Permission denied
When he tried to ping scan the hosts 10.0.1.0 and 10.0.1.255 as an
unprivileged user. This "Strange error" message is printed when connect
returns an unhandled error code. All such hosts are marked up, as if an
ECONNREFUSED were returned.
I suspect that his OS (Mac OS X) is not allowing him to ping broadcast
addresses and connect is returning EACCES. Is this right, or has anyone
else seen this? If so, we should add a case for EACCES and not mark the
host up.
There's another issue with broadcast addresses, which is that they're
not detected as they were before, but I'll talk about that in a separate
message.
