aclocal shouldn't be run at all unless you changed configure.ac, or
maybe your file modification times are messed up. I just tried a brand
new Subversion checkout and aclocal doesn't run.

You can try
        cd nmapfe
        touch aclocal.m4
        touch configure
        touch config.status
        touch Makefile
And then run make again.
