Nmap's libpcap upgraded to version 1.0.0

Hi,

I upgraded the libpcap that comes with Nmap from version 9.7.0 to 1.0.0.
I did this by coyping the new version over the old and then redoing some
of the modifications from the NMAP_MODIFICATIONS file. I left out some
old modifications that don't seem to be necessary now.

To test it, make sure you are using the included libpcap by running
configure like this:
        ./configure --with-libpcap=included
