When you apply for the Summer of Code, you must write a proposal that
explains what you want to do. So you must judge whether you have the
skills to accomplish what you propose. For the feature creeper/bug
wrangler job, it is true that you will be assigned tasks and won't know
them all in advance. For that, it helps to have a good knowledge of C++
and other languages, plus the ability to use typical free software
development tools like Make and GCC. Most important is the ability to
learn quickly--if have to fix something relating to libdnet, for
example, you will have to read the documentation, write sample programs,
etc., to quickly understand it so you can do what you need to do.

A good way to show your programming ability is to include links to
source code you have written in your proposal. That tells more than
knowing how many years you've used C++ and what classes you've taken.
(You should include that other information too.)
