New list of Nmap committers in SVN

For increased transparency, I added a list of Nmap committers (and
some information about the process) to docs/committers.txt.  Now that
we have 18 people committing changes directly (plus some upcoming SoC
students), some folks might forget who is who when they read nmap-svn
commit mails.  I didn't have time to add much of an introduction for
everyone, but committers are welcome to edit the list to improve their
bio, add contact info, etc.  Here is the list:
