Thanks for the reply . My intension is to do OS scan when I am on vpn . Is
there any way that I could do that using NMAP .

by the error message. It isn't compatible with an --unprivileged scan,
because it has to build packets from the ground up.

Try running the scan from a system where you can craft packets.
