Are your users running with administrator access? If so, you can right click
the zenmap icon and tag it permanently to run as administrator. This should
allow it write access to the program files folder.

Microsoft also provides some corporate tools to shim applications that want
access to protected areas such as program files. One of these shims will set
up a "pretend" (for lack of a better word) program files folder that an app
can be "fooled" into using. I don't have links on me ATM but can get them if
you are interested.
