[NSE] Web Service Dynamic Discovery library and scripts

Hi all,

I had to take a break from the splitting of scripts I've been working on and do something new.
Here's an attempt of implementing some very basic support for the WSDD protocol along with some supporting scripts.

The library takes care of sending and decoding the probes and matches. It currently contains two static probes which 
should be able to detect:
* Windows Vista/7 clients
* Some Lexmark and HP printers
* Registered WCF web services (requires .NET framework 4.0)

There's a script that does multicast (broadcast-wsdd-discover) and a script that does unicast (wsdd-discover).
I've notices that some devices only respond to multicast requests and not to unicast. I'm attaching the scripts and 
library.
