bug: no route

Hi,
When I try to scan 127.0.0.1 without any real network connection, I get
this error:
route_dst: Failed to obtain system routes: Premature EOF in /proc/net/route
/proc/net/route is _clear_. If I add any dummy route, it runs OK. If I
remove the last route, /proc/net/route still contains the header:
Iface Destination Gateway Flags RefCnt Use Metric Mask MTU Window IRTT
So, addition and deletion of routes helps. Tested on Linux 2.6.32
(Ubuntu) and Linux 2.6.38 (vanilla).
I wonder - is it a bug of nmap or the kernel?
