Sorry for the delay Bryan, but I guess this is a dead end for me.  I dont
have the administrator user password, so I can't test this.  I thought I
had "admin" priveledges, but perhaps they don't extend to including this
ability?  FWIW: nc in cygwin allows me to open a socket <1024.
