npcap 0.99r5 breaks network connectivity on boot

Windows 7 32 wired connection when I boot with 0.99r5 I have no 
network connectivity.  Issuing the commands

net stop npcap
net start npcap

resolves the problem.  This did not happen with 0.99r4.
