Yes, independence is often not possible.
The real challenge is to make application and system interfaces 
architecturally able to represent clean abstractions, sufficiently
understandable, and able to identify explicitly those situations in 
which independence is not achievable.  I know this is an ideal, but
it is one I have lived by for many years.
