Snort 1.8 release install question

I have snort 1.7 and it works fine, I'd like to implement 1.8.
The problem is when I run ./configure it errors telling me:
ERROR!  Libpcap library/headers not found, go get it from
   ftp://ftp.ee.lbl.gov/libpcap.tar.Z
   or use the --with-libpcap-* options, if you have it installed
   in unusual place

both snort 1.7 and tcpdump work fine and just to be sure I (re)installed
libcap 0.6.2.

so, the question is where do I find the location of my libcap headers?

I am running linux slackware 7.1 kernel 2.2.16.
