The largest collection of this type is the full logs of the defcon "capture the flag" contest.
this is available from: http://www.shmoo.com/cctf/Warning: this is 5.8 GB of packet log data. I downloaded a single 9.7MB (one of the smallest) file and it expanded to 878MB.
The files themselves appear to be in binary format (tcpdump -w type I think, but have not confirmed).
