SnortSnarf patch for www.snort.org/snort-db

Attached is a patch for SnortSnarf-020126.1 which adds an X-ref link for
each rule's sid which points to the snort-db at www.snort.org.

It's only been tested minimally with a full alert file so YMMV.

It was pretty easy to hack in thanks to the clean code already in place.
