alerts

I am looking for some suggestions for external alerting. I need
something that will work sort of like:

if( $attack && $destination_ip ){
    &page( $sys_admin_on_call );
}

That is very simplified sudo code of what I need, but I do need
something. We have discussed developing this ourselves, but if there
is something already available that I am not finding it would be
great. Any ideas?
