Have you done a "psql -U {snortuser} {snortdatabase}" to verify that you 
can in fact access the database you created with the user you created?
You may also have to edit your pg_hba.conf to allow TCP/IP connections
with "postgresql.conf:tcpip_socket = true" if you haven't done so, and
allow user authentication with the stanzas as the end of the file.
