Incorrect timestamps in snort log files

["stirw" <stirw () yandex ru>]

Why timestamps in alert log files show + 1 hour from my local(moscow)
time only on PC with Windows 98Rus - Snort 1.9./2.0 +IDScenter11rc2/3?  If use checkbox "Use UTC for timestamp" then 
timestamps in alert log files change (-3 hour from local).
  If system Widows 2000Pro/XP(Rus) timestamps are correct in log files.   
  What I must do for correct timestamps on PC with Win98?
