I did do a 

Make && make install.

Still nothing.

now do

make && make install

> /usr/local/etc or in /etc it's not there. Any ideas?

Create one and put it there. You can find usage samples on the server
where you downloaded logsurfer. Use them and what I mailed you for the
beginning.
