Setting up Oinkmaster

I'm a linux/snort newbie and I want to use Oinkmaster to maintain my
rules and am having a brainfart on setting it up. I've installed snort
via Patrick Harpers install guide so the snort rules are in
/etc/snort/rules. According to the install file you don't want run
Oinkmaster as root which I completely understand. So what will I need to
do/setup a user that has the appropriate permissions? I've customized
the oinkmaster.conf fine using the makesidex.pl file for the disabled
rules.
