tcp-penalties

Hi folks.  New user.  Tried to start up HenWen and I got an error.   
The docs say I should look in this list, so I'm here.

It didn't start up because of  key tcp-penalties has no value.

I looked through my choices, and found nothing evident.

Any suggestions?  Cheers
