Looks like you are using an old snort.conf with a new version of Snort.
When upgrading to a new version, you always want to check the news/release
notes to see if there is new functionality in the engine.

Looks like you are trying to run 2.6.1.3 with a 2.4 snort.conf file.  Time
to transition your settings from your old snort.conf to the new one, and use
the new preprocessors.
