config order directive

Hello! I can't find detailed information about the "config order" directive. My /var/log/messages says: # cat /var/log/messages | grep snort | grep order Mar 27 20:28:45 my_machine snort[1659]: Rule application order: ->activation-
dynamic->pass->drop->alert->log
Can I change it? How? Wich is the effect if I put "alert" at first place? My snort is only a snort machine, so it is not actuating as a firewall, only a sensor.
