My thought is that headers and libs didn't match up. The prefix was to
provide a unique path that I presume would eliminate that as an issue.

EG: try --prefix=/usr/local/pcap/custom

It finds the headers correctly. it is the lib's that are causing the
problem. I have tried with /usr as the --prefix and the same thing
happens if there are symlinks to the shared libs.

Shot in the dark.

ls /usr/local/include ??

try building and installing the desired pcap with a --prefix and
pointing there for the snort build.

ERROR! Libpcap library/headers not found, go get it from
