Dynamic Plugin: Rule not enabled

Now that I have resolved my previous error another arises. Upon snort
startup I get the error;

DynamicPlugin: Rule [3:15116] not enabled in configuration, rule will not be
used.

I get this error for quite a few 3: rules, pages and pages of them.
