if it is an EOL rules file, shouldn't the 403 code also return the  reason 
"rules file blerk is no longer available because of EOL" like the site used to 
do for the 15 minute time barrier "please try again after YYYY-MM-DD hh:mm:ss"??

catching and parsing that result code and message was a great help in scripting 
automatic updates... then it seems to have disappeared when the move to that 
fluffy cloudy thing took place :/
