PulledPork 0.7.0 on windows does not update rules folder

I have no idea what i am doing wrong here i could really do with some help.

PulledPork version 0.7.0 on windows download the rules and put them in a 
temp folder, it even checks the MD5s and says everything is ok, but when 
i check the c:\snort\rules folder the snort.rules file is still 0 bytes. 
The black_list.rules files seems to get updated fine.

i have been looking over the pulledpork.conf and snort.conf for two days 
and i still cant figure this out one. Could someone please point me in 
the right direction?
