Loading the rules

I've purchased the Personal version of the rules set, but I haven't used
UNIX for years and years. I doing ok with the install until I got to the
part about loading the "rules". I've read it several times and still seem to
keep running around in a circle. Several questions arise when trying to
install on Windows 10. 

1)      Is the user supposed to set up the snort.exe as a service ? or
manually START IT UP.

2)      The big question is getting the rules "loaded" down on the Windows
10 machine.

3)      The pulled pork script looks like it doesn't want anything to do
with Windows. Is it solely a UNIX "thing" ?
