Maybe you're confusing SNORT with something else? You
might want to read up on it, here is some helpful links.

The following wikipedia article gives you a general
overview what an IDS/IPS is used for:

If you have checked out the FAQ carefully and in detail,

Please note the list has an archive (see the link), you might
find some of your questions answered there already.

This list "snort-sigs" usually discusses signatures,
which is the common name for the information an IDS/IPS
uses to detect things. The actual implementation
and usage of an IDS/IPS is not discussed here.
